When I was studying for my PE exam I signed up for a review course. After a couple of weeks, I fell behind the course's review schedule. This wasn't because the course was difficult. It was because the course just took up so much time! With the exam fast approaching, I did what made the most sense to me: I went straight to the problems.
In the end, this strategy worked for me and is what I generally recommend to others to give a try. Learn by doing. It gets to the heart of the matter and might be able to save you some time for family, friends, hobbies, or to actually design/build stuff instead of just studying for a test. Anyways, good luck!
